An annual report from the State Water

Resources Control Board found that the drinking

water for nearly a million Californians did

not meet state requirements. According

to CalMatters, almost 400 water

systems don't meet the requirement for

safe and reliable drinking water supplies.

And fixing the problem would cost

the state billions of dollars. More

than two-thirds of those failing systems serve

communities of color, and more than half

are in places struggling with poverty and

pollution. In 2012, California became the

first state in the country to

Cline reports, the announcement yesterday

followed an investigation that cleared

Baldurama of wrongdoing after an

internal complaint stemming from an

affair with an officer's wife.

City officials announced the chief did not

violate city policy or abuse his power

when he had the affair. A

city investigation began earlier this year after

an officer alleged that a promotion he

didn't receive was related to the affair.

City Manager George Ann White said that is

not true. This allegation was

not sustained, and

evidence to the contrary was presented.

Still, Mayor Jerry Dyer referred

employees. Last week, KVPR reported that

appeared to pressure at least one city

council member to force Balderama to resign

If you found yourself at a makeup

in West LA on a Saturday afternoon,

and it's a sea of perfect tween

age complexion. A couple dozen

girls wander the aisles. Among them

are 10-year-old friends Talula and Micah,

with their moms following dutifully behind.

Micah was coy about her skincare routine.

I probably just brush my teeth and um... Her

mom, Dana Michaels, set the record straight. Are

you kidding me? We have all the masks,

the high masks, the scrubs, the, you

know, they see it all on TikTok

and then they come in, they want

to come in and go buy everything

they see. Countless influencers on TikTok recommend

these products, including wrinkle creams. And

elementary-aged kids like Tallulah and

Mykin eat it up. These

anti-aging serums and creams are

packaged in neon-colored bottles and

tubes. Even their applicators

are fun and satisfying to use.

Products can cost $70 a pop. Michaels

says she can barely keep up with her daughter's

requests. I mean, it's bananas.

It's like, I feel like I'm fighting a

losing battle. I don't know if it's a

battle, but just a reality. The

reality is a result not just

of social media, but also of

old-fashioned social pressures. Tallulah has no

problem identifying those. Everybody at school

is also wearing it. And another.

I don't know, it makes me feel maybe

more grown-up, I guess. More grown-up? Yeah, that

makes sense. Neither of those explanations surprises Karen

try to, you know, act a little

bit more grown-up, try on the fancy

clothes, put on mom's shoes, put on

makeup. But times have changed. Now

it's not just moms or friends

or big sisters. Now we have

TikTok as the older sibling to

emulate. North says also these cosmetics

have become collectible status symbols. Just

like kids used to collect baseball cards

and, you know, Beanie Babies. The stakes

are higher than just bragging rights because

you got the new Nintendo DS or

the expensive True Religion jeans. Speaking

from middle school experience here, some

kids are actually hurting their skin.

lawmakers are trying to protect kids. Bay

Area Assemblymember Alex Lee wrote a bill

this year to ban the sale of

some products, especially the anti-aging ones, to

kids under the age of 13. That's

a really concerted effort to be like, if we get them

hooked on our product at age nine when they have no

wrinkles, when they're nice and wrinkly at 39, then

they'll have been spending hundreds of dollars every month. A

cosmetics industry group called the Personal Care

Products Council opposed the bill. They said

in a statement that the law was

well-intentioned, but said it wasn't realistic to

make cashiers verify kids ages to enforce

it. Lee says he may tweak

the language and reintroduce it next year. For
