This is the California Report. I'm Madi
0:20
Bolaño since San Francisco, and here are
0:22
some of the California stories we're following.
0:25
An annual report from the State Water
0:27
Resources Control Board found that the drinking
0:30
water for nearly a million Californians did
0:32
not meet state requirements. According
0:34
to CalMatters, almost 400 water
0:37
systems don't meet the requirement for
0:39
safe and reliable drinking water supplies.
0:41
And fixing the problem would cost
0:43
the state billions of dollars. More
0:45
than two-thirds of those failing systems serve
0:47
communities of color, and more than half
0:50
are in places struggling with poverty and
0:52
pollution. In 2012, California became the
0:55
first state in the country to
0:57
recognize clean, safe, affordable, and accessible
0:59
drinking water as a human right.
1:02
Fresno Police Chief Paco Baldurama
1:04
has resigned. As KVPR's Carrie
1:07
Cline reports, the announcement yesterday
1:09
followed an investigation that cleared
1:11
Baldurama of wrongdoing after an
1:13
internal complaint stemming from an
1:15
affair with an officer's wife.
1:18
City officials announced the chief did not
1:20
violate city policy or abuse his power
1:22
when he had the affair. A
1:25
city investigation began earlier this year after
1:27
an officer alleged that a promotion he
1:29
didn't receive was related to the affair.
1:32
City Manager George Ann White said that is
1:34
not true. This allegation was
1:36
not sustained, and
1:38
evidence to the contrary was presented.
1:41
Still, Mayor Jerry Dyer referred
1:43
to Baldurama's affair as quote,
1:45
inappropriate and disappointing. We
1:48
do believe this resignation by the chief
1:51
is in the best interest of the community, the
1:53
police department, and our
1:55
employees. Last week, KVPR reported that
1:57
the officer who alleged the abuse of power
2:00
was Jordan Wamhoff, who was also
2:02
an elected Madera County supervisor. According
2:05
to a text message KVPR reviewed, Wamhoff
2:07
appeared to pressure at least one city
2:09
council member to force Balderama to resign
2:11
and give Wamhoff a new job in
2:13
exchange for not filing a lawsuit against
2:16
the city. Other outlets
2:18
followed with stories that corroborated KVPR's
2:20
reporting. For the California Report,
2:22
I'm Keri Klein in Fresno. This.

3:14
If you found yourself at a makeup
3:16
store recently, especially in the mall after
3:18
school, you might have noticed more young
3:20
people around you. Like, really
3:23
young. Like elementary and middle school
3:25
young. This is a trend, and
3:27
it has a name, Sephora Kids,
3:29
and their purchases are doing damage
3:31
to more than just their parents'
3:33
bank accounts. From KCRW in Los
3:35
Angeles, Kaylee Wells has the story.
3:38
Walk into the Century City Mall Sephora
3:40
in West LA on a Saturday afternoon,
3:43
and it's a sea of perfect tween
3:45
age complexion. A couple dozen
3:47
girls wander the aisles. Among them
3:49
are 10-year-old friends Talula and Micah,
3:51
with their moms following dutifully behind.
3:54
Micah was coy about her skincare routine.
3:57
I probably just brush my teeth and um... Her
4:02
mom, Dana Michaels, set the record straight. Are
4:04
you kidding me? We have all the masks,
4:06
the high masks, the scrubs, the, you
4:09
know, they see it all on TikTok
4:11
and then they come in, they want
4:13
to come in and go buy everything
4:15
they see. Countless influencers on TikTok recommend
4:17
these products, including wrinkle creams. And
4:20
elementary-aged kids like Tallulah and
4:22
Mykin eat it up. These
4:25
anti-aging serums and creams are
4:27
packaged in neon-colored bottles and
4:29
tubes. Even their applicators
4:31
are fun and satisfying to use.
4:34
Products can cost $70 a pop. Michaels
4:37
says she can barely keep up with her daughter's
4:39
requests. I mean, it's bananas.
4:41
It's like, I feel like I'm fighting a
4:43
losing battle. I don't know if it's a
4:45
battle, but just a reality. The
4:48
reality is a result not just
4:50
of social media, but also of
4:52
old-fashioned social pressures. Tallulah has no
4:54
problem identifying those. Everybody at school
4:57
is also wearing it. And another.
5:00
I don't know, it makes me feel maybe
5:02
more grown-up, I guess. More grown-up? Yeah, that
5:04
makes sense. Neither of those explanations surprises Karen
5:06
North, who's a psychologist and a social media
5:08
professor at USC. Pretty
5:11
much forever. We've seen kids
5:14
try to, you know, act a little
5:16
bit more grown-up, try on the fancy
5:18
clothes, put on mom's shoes, put on
5:20
makeup. But times have changed. Now
5:23
it's not just moms or friends
5:25
or big sisters. Now we have
5:27
TikTok as the older sibling to
5:30
emulate. North says also these cosmetics
5:32
have become collectible status symbols. Just
5:35
like kids used to collect baseball cards
5:37
and, you know, Beanie Babies. The stakes
5:39
are higher than just bragging rights because
5:41
you got the new Nintendo DS or
5:44
the expensive True Religion jeans. Speaking
5:46
from middle school experience here, some
5:48
kids are actually hurting their skin.
5:50
Just ask dermatologist Yvette Ramsey. You
5:53
get irritation, redness, burning,
5:56
and also photosensitivity
5:58
or sensitivity to the skin. sun, which
6:01
then can lead to sunburn. All
6:03
of those are side effects of
6:05
anti-aging products. They're designed to increase
6:07
cell turnover rate, and that's great
6:09
if you're a teenager or adults
6:11
with acne or want to soften
6:13
wrinkles. Not great for
6:15
a young child's more sensitive
6:17
skin. They're used too often
6:19
by an inappropriate age group,
6:22
and they are using too many
6:24
combinations of products that can be
6:26
irritating together. Those combinations even have
6:29
a name. The kids these days
6:31
call them skin care smoothies. California
6:33
lawmakers are trying to protect kids. Bay
6:36
Area Assemblymember Alex Lee wrote a bill
6:38
this year to ban the sale of
6:40
some products, especially the anti-aging ones, to
6:42
kids under the age of 13. That's
6:45
a really concerted effort to be like, if we get them
6:47
hooked on our product at age nine when they have no
6:49
wrinkles, when they're nice and wrinkly at 39, then
6:51
they'll have been spending hundreds of dollars every month. A
6:54
cosmetics industry group called the Personal Care
6:56
Products Council opposed the bill. They said
6:59
in a statement that the law was
7:01
well-intentioned, but said it wasn't realistic to
7:03
make cashiers verify kids ages to enforce
7:05
it. Lee says he may tweak
7:07
the language and reintroduce it next year. For
