1:26

we have this kind of marshal violence against

1:29

women and children in this country and we really need

1:31

to stand up because our government just isn't doing it

1:33

up. Messled

1:43

within the greater Cape Town metropolitan

1:45

area of South Africa Belleville is

1:47

a vibrant suburb with a rich

1:49

history. Initially established

1:52

as a humble railway station in

1:54

the late 19th century Belleville has

1:56

since flourished into a bustling residential

1:58

and commercial hub. Located

2:01

about 14 miles northeast of Cape

2:03

Town's bustling core, Belleville-Beaux-Salanski

2:06

adorned with mostly single-family homes

2:09

and modern apartment complexes. Among

2:12

these apartments stands CSIG, an

2:14

imposing apartment blocks surrounded by gates

2:17

and protected by security personnel. Within

2:20

the CSIG, residents are treated

2:22

to a plethora of amenities,

2:24

including expansive communal lawns, a

2:26

swimming pool, and dry areas.

2:29

On the night of the 21st of August 2019, residents

2:33

of the CSIG were going about their evening

2:35

routines. Some gathered

2:38

around a dinner table, while elsewhere

2:40

the soft glow of television screens

2:42

cast flickering shadows across the living

2:45

room walls. But

2:47

amidst the quiet atmosphere, a

2:50

disturbance broke the silence. A

2:53

woman living on the ninth floor was

2:55

startled by piercing screams emanating from the

2:57

apartment above her. This

2:59

was followed by incessant banging that

3:02

seemed to last the remainder of the night. Lynette

3:20

Volshank had been born and raised in Veldriff,

3:22

a coastal fishing town about an hour and

3:24

a half drive away from Cape Town. She

3:28

was raised by her parents Jeanette and

3:30

Kristie, alongside her sister Crystal in the

3:32

small town. Lynette matriculated

3:34

at Horskull Veldriff on the west

3:36

coast and she eventually moved over

3:39

to Belleville. She owned

3:41

employment at a local engineering firm and

3:43

quickly became friends with all of her colleagues.

3:46

Lynette stayed close with her parents, who

3:49

described her as gentle and peace-loving. She

3:52

was very reserved and liked to live a

3:54

quiet life in her comfortable flat on the

3:56

tenth floor of the CSIG. Lynette

3:59

enjoyed the simple simple things in life, such as

4:01

curling up in front of the television to

4:03

watch Grey's Anatomy. The

4:11

morning after the disturbing sounds were heard coming

4:13

from the tenth floor of the seasick, Leiner's

4:17

engineers hummed with activity. Lynette

4:20

was employed there as a technical draftsman.

4:23

By 9am, her colleagues were diving

4:25

into their respective tasks. But

4:28

amidst the flurry of productivity, some people

4:30

noticed that Lynette hadn't yet arrived.

4:34

Some of her co-workers tried to reach her by

4:36

phone, but it just rang and rang

4:38

and Lynette never picked up. It

4:41

wasn't like Lynette to be late for work, never

4:43

mind not showing up without reaching out to your

4:46

manager, so concerns began to

4:48

amount. One

4:50

colleague recollected. She

4:52

was a person of routine. The

4:55

anxiety that gripped Lynette's colleagues escalated

4:57

rapidly, fueled not only by

4:59

concern for her well-being, but also

5:02

by the sobering reality of their South

5:04

African surroundings. In

5:07

a country where the spectre of crime looms large,

5:09

each passing moment without contact from Lynette

5:12

amplified their unease to new heights. The

5:16

receptionist at the office asked two of Lynette's colleagues

5:18

to go over to her apartment and check on

5:20

her. These

5:23

two male colleagues called Lynette's sister Crystal

5:25

to get her address, and

5:27

she, along with the two employees, made their

5:30

way over to the seasick. They

5:32

parked outside and noticed that Lynette's car was

5:34

still in the parking lot. They

5:38

took the elevator up to floor 10 and

5:41

approached Lynette's front door. They

5:43

observed that the security gate was open, but

5:46

the front door was locked. They

5:48

decided then and there to kick down the door. They

5:52

stepped cautiously into the dimly lit

5:54

interior, but their eyes were

5:56

quickly transfixed to a mom who was

5:58

standing in the living room. He

6:00

was wearing rubber gloves and was painting one

6:03

of Lynette's walls. But

6:05

besides a freshly painted wall, there were

6:07

blood splatters. Upon

6:20

confronting the man inside Lynette's apartment,

6:22

her colleagues immediately questioned what he was

6:25

doing and where Lynette was. The

6:28

man remained composed as he explained that Lynette

6:31

had hired him to clean her apartment,

6:33

but he wasn't sure where she was. Their

6:37

suspicions were raised, and they immediately

6:39

called police while keeping hold of the man

6:41

in the apartment. By

6:43

11am, a team of officers had

6:46

convened outside the seasig and ascended

6:48

to the 10th floor via the

6:50

elevator. Upon

6:52

disembarking, they noticed a trail of blood droplets

6:55

leading from Lynette's front door down

6:57

the stairs. Before

6:59

tracing its origins, they prioritized

7:01

entering Lynette's apartment to secure the

7:04

area. Inside, they

7:06

were met by blood-spotted walls that

7:08

had been partially concealed by hastily

7:10

applied paint. Blood

7:12

was pulled on the floor, and they

7:15

questioned the man that was found inside the apartment.

7:19

He said the same thing he had said to the

7:21

colleagues, that he didn't know where Lynette

7:23

was but that she had hired him

7:25

to clean her apartment. Amidst

7:28

the chaos, their attention was drawn to

7:30

several discarded trash bags scattered across

7:32

the room, some of which

7:34

bore traces of blood. One

7:39

of the officers ripped open the corner of one

7:41

of the bags, and a human foot

7:43

popped out. The

7:46

man in the apartment was immediately arrested,

7:49

and police escorted him outside. Based

7:53

on the blood leading to the floor below, they had

7:55

a suspicion that the man was one of

7:58

Lynette's neighbors. They

8:00

escorted the man down to the ninth floor,

8:03

where the blood led them to Apartment 911.

8:07

The man admitted that he lived there, and the

8:10

officers ordered him to unlock the front door.

8:13

They proceeded inside, and

8:15

the officers searched the apartment. They

8:19

came across more trash bags that were

8:21

filled with more human remains. The

8:28

man in question was identified as Kyle

8:31

Ruders, a 24-year-old former student

8:33

of Winberg Boys High, renowned

8:35

as one of the Cape's premier

8:38

educational institutions. Originally

8:40

from Johannesburg, Ruders faced a tumultuous

8:43

childhood, abandoned by his drug-addicted

8:45

parents during infancy. His

8:48

journey led him through various relatives until his

8:50

aunt Teresa, a prominent Cape

8:52

lawyer specialising in criminal law,

8:54

adopted him. They

8:57

resided in a modest one-bedroom apartment

8:59

at Tisasig, number 911,

9:01

where Teresa tirelessly worked to

9:03

afford Ruders a comfortable life.

9:06

Despite his enrolment in the esteemed Winberg Boys

9:09

High School, Ruders grappled with the

9:11

sense of belonging. Reports

9:14

from fellow students suggested he endured bullying

9:16

due to his small size. He

9:19

eventually matriculated, but after school he found it

9:22

difficult to hold down a job. Finally

9:26

he began working in a Christian bookstore

9:28

at the local shopping centre. He

9:31

was described as friendly and polite by his colleagues,

9:34

but behind their box he was stealing from them.

9:37

While working in the shopping centre, a young woman

9:39

who worked in another store caught Ruders'

9:42

attention. One

9:44

day he decided to ask her for her phone number,

9:47

but when she said that she wasn't interested,

9:50

he wouldn't take no for an answer. He

9:53

began stalking the young woman, shadowing

9:56

her tomb from her workplace, and

9:58

even documenting her activities. activities via video.

10:03

Resorting to the feed, he posed as a job

10:05

recruiter, ultimately obtaining her contact

10:07

details through a colleague. Murders

10:11

had also harbored a fascination with serial

10:13

killers, delving into the lives

10:15

of people like Ted Bundy, Jeffrey

10:17

Dahmer and Edmund Kemper. He

10:21

found a peculiar connection with Bundy, drawn

10:23

to the shared experience of being deprived

10:25

of maternal care during upbringing. He

10:29

told friends that he wanted to write books

10:31

about serial killers, but write it

10:33

from two perspectives, one

10:36

being the detectives investigating the murders

10:39

and the other, the serial killer committing

10:41

them. The

10:46

news of Lynette's murder swiftly made its way

10:48

throughout the community, leaving residents stunned

10:51

by its brutality. Those

10:53

residing in the apartment complex and

10:56

its vicinity were especially shaken. In

10:59

May, another person had been

11:01

killed inside their apartment. 65-year-old

11:03

Anthony Merese was discovered tied up to

11:06

a chair in front of his television.

11:10

The rope had been found tied tightly around

11:12

his entire body, but the killer

11:14

had never been identified. Detectives

11:17

stressed that there was no connection between the

11:19

two cases. Lynette's

11:21

friends and family were left grief-stricken by

11:23

what had happened to her. Her

11:26

sister, Crystal, posted a photograph of them

11:28

together on Facebook along with the caption,

11:31

Four days later and you were taken from us.

11:34

If I knew this was the last photo I would take of

11:36

you, I would have done a bit more. Love

11:39

you, sis. One of Lynette's

11:42

colleagues also commented in the media, We

11:44

are very traumatized. Lynette

11:46

didn't have many friends but her colleagues were

11:48

her family. She was a

11:50

real sweetheart. She didn't deserve this. Her

11:54

brother-in-law also posted a video on

11:56

Facebook. was

12:03

very horrifically pulled out of our family.

12:10

It was not an act of crime

12:13

but an act of violence. I

12:15

think it's the best description. At

12:18

this stage our family is moving in between

12:20

rage and

12:24

heartache at the moment. Lynette

12:26

was just one of many women who'd

12:28

been the victims of kidnappings, rapes and

12:30

murders in recent years in South Africa.

12:33

In an effort to combat these crimes,

12:36

Nicole Merkin organized a protest to stand

12:38

up against violence against women. Thousands

12:41

of men and women dressed in

12:43

black gathered at the Parliament building

12:45

in Cape Town to demand action

12:48

be taken. Nicole commented, We

12:50

want to tie ribbons, cards, flowers and

12:52

candles to the fences of the Parliament

12:54

to pay tribute to the victims. The

12:58

protesters then handed over a memorandum

13:00

to the President's office that demanded

13:02

a change. In

13:04

particular, the shortage of rape evidence kits

13:07

at police stations and

13:09

the shortage of policing were highlighted in

13:11

the memorandum. With

13:19

summer just around the corner, everyone has their

13:21

own way of staying hydrated. Some

13:23

carry around their massive water bottles but

13:25

still need to refill several times throughout

13:27

the day. Some people even completely forget

13:29

15:48

the protest, Lynette's friends gathered outside of

15:50

her apartment to pay tribute to her. One

15:53

of the things we celebrated during the last week

15:56

was women's money. The

16:00

message that we try to send to our students is

16:02

how do you treat a woman? How do you, you

16:05

know, let's focus on how to treat a woman? While

16:17

detectives had the lead suspect in

16:19

custody, the investigation passed on. Unraveling

16:22

the motive behind the murder, undetermining any

16:25

prior connection between him and

16:27

Lynette, remained paramount. Interviews

16:30

with fellow residents of the apartment complex

16:32

shed some light on Ruder's presence in

16:35

the vicinity. While

16:38

he lived on the opposite end of the block from Lynette, recent

16:41

observations indicated a shift in his

16:43

behaviour. Witnesses

16:46

said that he frequently appeared on the other side of the

16:48

building, often

16:50

wandering aimlessly and appearing

16:52

somewhat lost. One

16:56

resident remarked on the peculiarity

16:58

of these sightings, stating, I

17:00

found it strange. It

17:02

would be at odd times of the day. The

17:05

neighbour living beneath Lynette recounted to detectives

17:07

the unsettling noises she had

17:09

heard the previous night. To

17:12

start by the sign, she took the initiative

17:14

to request security personnel from the janitor to

17:16

investigate the 10th floor. However,

17:19

despite her plea, the janitor failed to

17:21

act upon her concerns. Had

17:24

he followed through on her request, there

17:27

might have been a chance to intervene

17:29

and potentially save Lynette, or

17:31

at the very least discover her body sooner. While

17:35

the interviews with Lynette's neighbours revealed that

17:37

Ruders had been on the 10th floor

17:39

aimlessly wandering around, this information

17:41

did little to provide a motive. Two

17:45

detectives combed through the apartment he shared with his

17:47

aunt, hoping to uncover some evidence

17:49

that could shed light on Lynette's killing. The

17:53

apartment itself was modest, comprising just

17:55

one bedroom. Ruders

17:57

occupied the single bed, while his aunt was in

17:59

the room. seemingly made do with the floor. Among

18:03

Ruder's belongings, detectives discovered several

18:05

notebooks serving as his personal

18:07

journals. In

18:09

one chilling entry, he boldly proclaimed, I'm

18:12

the master of manipulation. But

18:15

it was something in another notebook that

18:17

they discovered that would send

18:19

the investigation in another trajectory.

18:28

Rooders had written down a list of women

18:30

in this notebook, and had written

18:32

that these were women he planned on killing.

18:35

He had meticulously outlined plans for how

18:38

he would carry out each murder, and

18:40

Lynette's name was on the list. Detectives

18:44

quickly realised that Rooders had planned

18:46

to target multiple women, with

18:48

Lynette being his initial victim by chance.

18:52

Not only had he surveilled each individual on

18:55

this list, meticulously noting their

18:57

daily routines, including

18:59

their comings and goings from home, work

19:02

and other locations, but

19:04

he had even meticulously tracked their

19:06

online activity, documenting

19:08

them and even recording them. As

19:12

the investigation pressed on, detectives

19:14

uncovered a crucial piece of evidence in

19:16

the apartment. A receipt

19:19

dated the morning prior to Lynette's

19:21

discovery. The receipt

19:23

detailed the purchase of a hacksaw, identical

19:26

to the one used in Lynette's

19:28

dismemberment. The

19:30

receipt traced back to a hardware store

19:33

in Boston, Belleville. Upon

19:36

questioning the store owner and presenting a

19:38

photograph of Rooders, he confirmed that

19:40

Rooders was the person who purchased the

19:42

hacksaw. It was the

19:44

first time that the owner had encountered him in the store.

19:48

As the investigation intensified, detectives delved

19:50

into Rooders' digital footprint, scrutinising

19:53

both his laptop and his cell phone. Their

19:56

analysis unveiled a disturbing trove

19:58

of information. including

20:00

extensive research on serial killers

20:03

and macabre inquiries into the art

20:05

of dismemberment. Of

20:08

particular concern were Reuters online activities spanning

20:10

from April to August of 2019 which

20:12

revealed searches related to

20:16

chemicals capable of inducing frostbite.

20:20

Corresponding with these findings detectives discovered

20:22

hundred notes within the apartment detailing

20:25

the same chemicals alongside the names

20:27

of two targeted women. Further

20:30

internet searches unveiled Reuters sinister

20:32

intentions with inquiries ranging

20:34

from where to procure substances

20:36

for rendering individuals unconscious to

20:38

the voltage needed to administer

20:40

a shock. It

20:43

also sought out information on the

20:45

cremation process and tactics for evading

20:47

bloodstains on clothing. It

20:50

became apparent that Reuters had been planning on

20:52

killing somebody for quite some time. When

20:57

his cell phone was analyzed the detectives came

20:59

across some notes he had saved. One

21:02

of them read, I am the

21:04

smartest serial killer the world has ever seen.

21:08

Another one declared, I

21:10

am a charming psychopath and grateful to

21:12

be a clever serial killer. Furthermore

21:15

disturbing revelation emerged from the examination

21:17

of his cell phone. Reuters

21:20

had been surveilling Lynette. Video

21:24

footage captured on the 5th and

21:26

7th of August depicted her alongside

21:28

notes detailing her daily movements including

21:31

the times she left and returned to

21:34

her apartment. Detectives

21:36

pieced together the grim puzzle realizing

21:39

that Reuters had been actively seeking out a

21:41

victim in the weeks

21:43

leading up to Lynette's murder.

21:45

The country mother residents of the

21:47

apartment complex confirmed his presence on

21:49

the 10th floor during this time

21:51

frame. The

21:54

unsettling truth was now clear

21:56

as day. Reuters had been lurking

21:58

on that floor. because he

22:00

had chosen Lynette as his first victim.

22:10

On the 26th of August, the police

22:13

van carrying routers filled up outside the

22:15

Belleville Magistrates Court. There

22:17

was a palpable tension that hung heavy in

22:19

the area, as crowds as people

22:22

had gathered outside of the building. Among

22:25

them stood the members of the South

22:27

Africa Women Fight Back Organisation, their

22:30

placards held high as they called for

22:32

routers to be denied bail. Their

22:35

efforts had not been in vain, having rallied

22:37

in impressive 10,000 signatures on

22:39

a petition echoing their plea. One

22:43

of the women spoke with the media outside of the

22:45

courtroom. As South African women,

22:47

we are tired of the atrocities that

22:49

are happening across our country. There

22:52

is so much violence against

22:55

women and children in this country, and

22:57

we really need to stand up because

22:59

our government just isn't doing enough. We

23:02

are appealing to every parliamentarian and every

23:04

South African citizen to please stand up

23:06

for the injustices that have been taking

23:08

place on our cities and wherever

23:10

it is over the greater part of South

23:12

Africa. So what we want is

23:15

to see a change in the justice system.

23:18

Rooders was then escorted into the packed

23:20

courtroom and the weight of the

23:22

public's gaze bared down on him as he

23:24

stood alongside his defence attorney. From

23:27

the public gallery, insults were hurled at

23:29

Rooders as he faced the magistrate in

23:31

silence. He

23:34

was charged with the murder of Lynette and was

23:36

ordered to stand trial. As

23:38

the proceedings commenced, prosecutor Lulama Qantas

23:40

said that the state was opposing

23:43

Rooders' bail. The judge

23:45

then scheduled a bail hearing for a later

23:47

date, but said that Rooders would

23:49

be remanded in custody until then. When

23:53

he returned to court in November, it

23:56

was apparent that he had become a member of the 27th

23:58

Prison Gang. Emerging

24:01

from the complex social fabric

24:03

of incarceration, the Numbers Gang,

24:06

comprising the 26's, the

24:08

27th and the 28th,

24:11

have wielded considerable influence, and

24:14

each member is identified by their association

24:16

with a specific number. Among

24:18

these factions, the 27th hold a

24:21

unique position. They are

24:23

regarded as the orbiters of Gang Law, tasked

24:26

with maintaining order and mediating disputes

24:28

among the various prison gangs. Rooter's

24:32

display of the number 27 tattooed

24:34

between his thumb and forefinger on his

24:36

left hand served as an

24:38

unmistakable declaration of his

24:40

newfound allegiance. Within

24:43

the rigid hierarchy of prison life,

24:45

membership in the 27th carries both

24:48

prestige and peril. It

24:50

signifies a commitment to the Gang's code of

24:52

conduct, as well as an

24:54

acceptance to its strict disciplinary measures.

24:59

Rooter's upcoming trial encountered a significant

25:01

delay when he retained a new

25:03

defence attorney, Howard Andrews, prompting

25:06

the need for a postponement. In

25:09

a strategic move aimed at bolstering his defence,

25:12

Rooter's legal team requested a psychological evaluation

25:14

in July of 2020, citing

25:18

potential mental health factors relevant to the

25:20

case. Rooter's

25:23

was then sent to Falkenberg

25:25

Psychiatric Hospital for comprehensive psychological

25:27

observation. After

25:29

months of evaluation and analysis, the findings were

25:31

presented to the court in February of 2021.

25:36

They had found that he was fully competent, and

25:39

therefore responsible for his actions. With

25:42

this determination, the case was formally transferred to

25:45

the High Court in Cape Town. However,

25:48

despite the anticipation surrounding the upcoming

25:50

trial, Rooter's would never

25:52

actually stand trial. In

25:59

January of 2021, It was

26:01

announced that Reuters was in talks of a plea

26:03

deal with the State. He

26:06

returned to court on the 10th of May, where

26:08

he pleaded guilty to the murder of Lynette. He

26:11

told the court that he was addicted to drugs and

26:13

had racked up a debt of 30,000 South African

26:17

rand, which is around $1,500. He

26:22

said that he didn't have that kind of money, so he

26:24

hatched a plan to kill and rob somebody of

26:26

their valuable items, which he could then sell to

26:28

settle his debt. Hello,

28:37

methodical approach began with researching potential

28:39

victims, documenting their

28:41

routines and movements to and from their

28:43

homes and workplaces. On

28:46

the afternoon of the 21st of August 2019, Reuters

28:50

observed Lynette returning to her apartment and

28:52

patiently waited until she unlocked the front

28:55

door. In his

28:57

confession, he admitted to being under the

28:59

influence of methamphetamine and marijuana at

29:01

the time of the encounter. Lynette,

29:04

having returned from the grocery trip,

29:07

left the doorjar momentarily to

29:09

unload her bags in the kitchen before

29:11

securing the lock. However,

29:13

upon turning around, she was startled to

29:15

find Reuters standing within her apartment, a

29:19

man entirely unfamiliar to her or

29:21

at least unnoticed until that moment. Punextric

29:25

and Lynette's immediate reaction was to

29:27

scream. In

29:29

a chilling account, Reuters recounted grabbing

29:31

a knife, readily available on the

29:34

kitchen counter, and viciously attacking Lynette,

29:36

repeatedly stabbing her in the back and body. According

29:40

to his testimony, Lynette fought back fiercely,

29:43

screaming and attempting to shield her face

29:45

and neck with her arms, resulting in

29:48

defensive wounds. Reuters

29:50

confessed that it was only when Lynette seized her struggles and movements that

29:52

he realised she was finally dead. Addressing

29:55

the courtroom, Reuters admitted.

30:01

I realised she was dead and decided the only way

30:03

to get rid of her body was to cut it

30:05

up into pieces. Rooters

30:08

admitted that he attempted to dismember Lynette's

30:10

body in the bathroom, using a handheld

30:12

saw he discovered within her apartment. However,

30:16

he encountered resistance from the strength of her

30:18

bones. Frustrated

30:20

by the unsuccessful endeavour, he decided

30:23

to halt his macabre task at

30:25

around 10pm, opting to resume

30:27

his grisly work the next day. Detealing

30:31

his actions further, Rooters stated,

30:34

I locked the deceased apartment and went to

30:36

my own apartment, where I changed clothes and

30:38

went to sleep. The

30:40

next morning, at about 7am, he

30:43

revisited Lynette's apartment, armed

30:45

with a handheld saw he had freshly

30:47

purchased, for the disturbing task ahead. Rooters

30:51

described the gruesome process of dismembering

30:53

Lynette's body, dividing it

30:55

into nine separate parts. Desperate

30:58

to conceal the evidence of his crime,

31:00

he scavenged around Lynette's apartment and

31:02

stumbled upon a couple of cooler boxes, which

31:04

he used to store her remains. Rooters

31:08

then proceeded to dispose of Lynette's head in

31:10

a nearby wooded area, before

31:12

returning to the apartment to package the

31:14

remaining body parts in cool bags, boxes

31:16

and trash bags. He

31:19

coldly remarked, I took some of the

31:21

body parts to my own apartment and also to other

31:23

parts of the apartment block, where I would

31:26

later remove them. Rooters

31:28

also admitted to drafting a message on Lynette's

31:31

cellphone addressed to her friends and family, intending

31:33

to mislead them in the event they sought

31:36

her whereabouts after she disappeared. It

31:39

read, Hey everyone, I've left for

31:41

a couple of days for a Bible retreat.

31:45

They planned on posting it on her Facebook

31:47

account, but he never posted it in the

31:49

end. If he

31:51

had done, maybe Lynette's colleagues wouldn't have

31:53

come searching for her. Cal

31:56

Rooters was then convicted of premeditated

31:58

murder, violating a court. and

32:00

attempting to defeat the administration of justice.

32:04

The court just needed to decide what to do

32:06

with him. Following

32:14

Ruder's guilty plea, the court agreed to the

32:16

state's request for him to undergo a

32:18

30-day observation period at Valkenburg

32:21

Psychiatric Hospital. Psychologists'

32:24

assessments revealed troubling insights into

32:28

the psyche, identifying psychopathic traits

32:30

and a disturbing ambition to

32:33

emulate infamous serial killers. Ruder's

32:37

fixation on figures like Ted Bundy and

32:39

the Zodiac Killer emerged during

32:41

his discussions with psychologists. He

32:45

expressed admiration for Bundy's self-representation

32:47

in court, and he identified

32:49

with his upbringing. He

32:52

also harbored an affinity for the Zodiac

32:54

Killer, for his ability to evade capture.

32:59

Ruder's also disclosed aspirations to delve further

33:01

into the realm of serial killers through

33:03

writing. He

33:06

said he dreamed about writing books on serial killers,

33:08

and had even written a few short stories

33:10

on the topic. When

33:13

Ruder's returned to court following his assessment,

33:15

prosecutor deputy director Louise

33:17

Freister announced that she wanted him

33:19

to be declared a dangerous criminal. In

33:23

North Africa, being declared a dangerous

33:25

criminal typically entails a legal

33:27

designation given to individuals who

33:29

pose a significant risk to society due

33:32

to their criminal behavior and the

33:34

likelihood of re-offending. This

33:37

designation can result in specific

33:39

legal consequences and implications for

33:41

the individual, including

33:43

harsher sentencing measures, such

33:46

as the possibility of an extended prison

33:48

term or even life in prison. Additionally,

33:52

individuals labeled as dangerous criminals

33:54

may face stricter parole conditions

33:57

or restrictions upon release from

33:59

incarceration. Psychologist

34:01

Stacey Lintnar's assessment of Reuters painted

34:03

a troubling picture of his

34:06

psychological profile. She

34:09

concluded that he exhibited nearly

34:11

all the criteria associated with

34:13

antisocial personality disorder, a

34:15

condition commonly associated with psychopathy. This

34:19

diagnosis indicated a pervasive disregard for the

34:21

rights and well-being of others, exemplified

34:24

by Reuters' admission to stalking another

34:26

woman after she rebuffed his advances.

34:29

Lintnar's evaluation also underscored the

34:31

high risk of Reuters reoffending,

34:34

prompting her to advocate for the designation

34:36

of a dangerous criminal or alternatively

34:39

a life sentence. During

34:42

his court appearance, Reuters disclosed that he

34:44

had composed a letter addressed to Lynette's

34:46

family. In

34:49

the letter, he apologized for killing her and

34:51

said that in the four years since his arrest, he

34:54

had done nothing but think about how his

34:56

actions affected her family and his own.

34:59

He said that Lynette's death left void and

35:02

the mere thought that he was responsible destroyed

35:04

him every single day. He

35:07

stated, Lynette's death not

35:09

only caused pain for your own family, but

35:12

also for my family. I

35:14

dragged them into this whole thing without thinking about

35:16

how my actions would destroy their lives. Judge

35:20

Robert Henny then delivered a

35:22

scathing condemnation of Reuters, labeling

35:24

him as evil incarnate.

35:28

He described the murder of Lynette as the most

35:30

horrible case he had ever encountered throughout his career

35:33

and told the court that Reuters planned on killing more

35:35

women to pay off his drug debts.

35:39

In his address to Reuters, Judge Henny stated,

35:43

It is a chilling and evil account of a

35:45

person that is no regard for the sanctity of

35:47

the of an individual.

35:50

One can describe it as evil incarnate.

35:54

The judge explained that while the state had called

35:56

on the court to declare Reuters a dangerous criminal,

35:58

the request included a

36:00

clash of legislations. He

36:03

explained that with the abolishment of the death

36:05

penalty, a sentence of life in prison was

36:07

the harshest sentence the court could hand down.

36:11

He then sentenced Kyle Ruder as a life in

36:13

prison for Lynette's murder, 15 years

36:15

for the violation of a corpse, and five

36:18

years for attempting to defeat the end of

36:20

justice. He didn't

36:22

declare Ruder as a dangerous criminal, but

36:25

he ordered that the details of the docket

36:27

be sent at the Department of Correctional Services

36:29

and capped on file for the future use

36:31

of the parole board. Well,
