1:13
Season five, episode three, End
1:16
Game, as
1:23
well as the two way radio. Ozzie
1:25
Caban gave Cindy a panic button, which
1:28
she made a habit of carrying with her wherever
1:30
she went. The button
1:32
set off an alarm in Coban's office, which
1:35
would then in turn alert Coband to
1:37
notify the police that she was in trouble. In
1:40
October nineteen eighty eight, Cindy
1:43
triggered the alarm.
1:45
When police arrived at her home minutes later,
1:48
they found her car parked up in the garage,
1:50
with Cindy unconscious in the driver's
1:52
seat, partially naked from the waist
1:54
down, with her legs dangling
1:57
out of the open door. Duct
2:00
tape had been stuck over her mouth, and
2:03
yet another pair of black nylon stockings
2:06
had been tied around her neck. Her
2:08
hands had also been tied behind her
2:10
back. By the time
2:12
she made it to hospital, Cindy
2:15
was in a coma when
2:18
she finally woke up. All
2:20
she seemed to remember of the incident was
2:22
returning home in the car that afternoon,
2:25
and then being attacked by one or two
2:27
men just as she was about to get out
2:29
of it. Once again.
2:31
Police made a thorough search of the crime scene,
2:34
and once again they found nothing
2:36
to suggest that anyone else had been involved
2:39
in the apparent attack. By
2:41
the spring of nineteen eighty nine, Cindy
2:44
had triggered her panic alarm four more times.
2:47
She also received another intimidating
2:49
note, this time left on her
2:51
car windscreen and discovered by
2:53
a security guard at Richmond Hospital where
2:55
she worked. It read simply
2:59
Soon Cindy. One
3:07
afternoon in May nineteen eighty nine,
3:10
Cindy met with her friend and colleague Anne
3:12
in the canteen at the hospital where they worked.
3:15
Looking back on the meeting, Anne
3:17
recalled that Cindy was in a buoyant mood
3:20
and eagerly awaiting the five days leave
3:22
she had coming up. On
3:24
Thursday, May twenty fifth, Cindy
3:26
spoke with another good friend, Marion Christensen,
3:29
on the phone. Marion,
3:31
who often made the effort to check in with Cindy
3:34
to make sure she was doing okay, had
3:36
called to tell Cindy that she was planning a trip
3:38
to Vancouver Island in the next few days.
3:41
She hoped that they might be able to see each other.
3:44
On the call, Cindy told Marion
3:47
about her fears that things were beginning to
3:49
escalate again after months without incident,
3:52
and that she'd sometimes felt too scared to
3:54
even leave the house. In
3:57
spite of this, however, overall, she'd
3:59
seen happy and was looking forward
4:01
to attending her friend's son's ate the birthday
4:04
party that weekend. It
4:06
was shortly after that call that Cindy
4:08
drove out to Blundell Shopping Center on
4:11
Blundell Road to get some advice
4:13
about what skincare products she could use
4:15
to combat a problem that had recently
4:17
flared up on her face. After
4:20
that, she headed back to work to
4:22
collect her paycheck. Arriving
4:24
a little early, she met her friend
4:27
Diane for a quick coffee. Diane
4:29
remembered the moment well, especially
4:32
how good Cindy looked after her visit to the
4:34
moor, which she complimented her on. The
4:37
pair spoke a bit about the recent break
4:39
ins at Cindy's house and how Cindy
4:42
was otherwise in good spirits. However,
4:45
she also remembered Cindy being worried
4:47
that things might be too quiet, as
4:50
if something terrible was about to happen.
4:53
The pair arranged to have dinner the following evening
4:55
before saying their goodbyes. Cindy
4:59
picked up her page shortly after. Her
5:01
colleague Tammy, who handed it to her, later
5:04
remembered thinking it was the happiest she'd seen
5:06
Cindy in a while. Soon
5:09
after, at the home of Cindy's friends, Agnes
5:11
and Tom Woodcock, Agnes received
5:13
a call from Cindy. She was
5:15
back at the Blundell Center hoping to
5:18
find a present for her friend's son's upcoming
5:20
birthday. The pair spoke
5:22
for a short time, making arrangements
5:25
to meet at Cindy's apartment later that evening
5:27
to play bridge and stay the night. It
5:30
was the last time Agnes would ever speak
5:33
to her friend. As
5:41
they had arranged, the Woodcocks
5:43
arrived at Cindy's home on Claysmith Road
5:45
at ten pm. Normally,
5:48
Agnes liked to beat the horn when they drove
5:50
up to let Cindy know. They derived
5:53
Cindy would always appear at the window to wave
5:55
hello. That night, however,
5:58
she never appeared. As
6:01
Agnes and Tom drew up to the door, they
6:03
noticed too that Cindy's blue Chevrolet's
6:06
Citation wasn't in the drive. Having
6:09
got no response from knocking on the door, they
6:11
tried Cindy's neighbor, but he
6:13
hadn't seen her since she headed off to the shopping
6:16
mall six hours earlier. Agnes
6:19
and Tom returned to their car and waited.
6:23
When they'd spoken on the phone earlier, Cindy
6:25
said she'd be home before dark, and it
6:28
wasn't like her to be late. After
6:31
twenty minutes, the couple decided
6:33
to head home and call the police, but first
6:35
drive to the Blundell Center just in
6:37
case she might still be there. The
6:40
center had long since closed when the Woodcocks
6:43
pulled up into the parking lot, which
6:45
they found completely empty except
6:47
for one car parked up in the middle
6:49
of it, Cindy Chevrolet.
6:53
Pulling up to it, Agnes left the
6:55
headlights on as she and Tom went over
6:58
to check it out. Inside,
7:00
they spotted some bags of groceries on the front
7:02
seat, but no sign of Cindy. Now
7:06
deeply concerned, the Woodcocks drove
7:08
straight to the nearest police station, arriving
7:10
around eleven p m.
7:13
Heading straight to the front desk, they
7:15
reported to the staffer on duty that
7:18
Cindy had seemingly disappeared. However,
7:21
since it hadn't been twenty four hours, the
7:24
officer told them to go away and come
7:26
back the following day. Recently,
7:29
a constable named Jerry Anderson had
7:31
taken on Cindy's file and had
7:33
told her or her friends to contact him
7:36
if ever anything suspicious occurred.
7:38
Since Andersen wasn't working that night, there
7:41
was nothing the staffer would do for Agnes and
7:43
Tom, not even allow them
7:45
to speak to another officer to explain the
7:47
situation. Not
7:50
taking no for an answer, the couple
7:52
refused to leave the station until finally
7:54
another officer appeared mercifully
7:57
after the Woodcock explained everything too,
7:59
they despatched a patrol
8:01
car immediately to the Blundell Center
8:11
At twelve thirty am. Constable
8:13
Jerry Anderson had just got into bed when
8:15
the station rang to inform him that Cindy's
8:18
car had been found seemingly abandoned.
8:21
But more than that, the attending officer
8:23
had also found blood on the door and
8:25
Cindy's bank and ID cards scattered
8:28
underneath it. Anderson got
8:30
dressed and headed straight to the police station.
8:34
Two weeks prior to her disappearance, Cindy
8:37
had written a letter to Constable Anderson's
8:39
department bemoaning the lack of trust
8:41
she'd felt in most of her dealings with the police.
8:44
Constable Anderson, who she described
8:46
as the only officer she could trust and feel
8:49
comfortable with, was the exception. Later
8:52
that night, after briefing his staff
8:54
on the situation, Anderson called
8:56
Cindy's parents to let them know she
8:58
was missing. As
9:01
forensics dusted the car for Prince, two
9:04
mounties were sent to search Cindy's house
9:06
for clues. Inside,
9:08
they found a clean and well looked after home.
9:11
A deck of playing cards and a score pat
9:13
were set up on the table in preparation
9:16
for the card game that Cindy had been due to
9:18
play with Agnes and Tom.
9:20
An hour later, Cindy's car
9:23
was being loaded onto the back of a truck and
9:26
taken to the police impound lot to
9:28
be examined the following day. Aside
9:31
from the smear of blood on the door, forensics
9:34
had found nothing else of note on the outside
9:36
of the vehicle. Next,
9:39
Constable Anderson sent two officers
9:42
to visit Cindy's ex husband, Doctor
9:44
Roy Makepeace. Rosemary

11:17
police had yet to find a solid reason to
11:19
suspect that Makepeace had anything to
11:22
do with all that Cindy had supposedly
11:24
been experiencing, they also
11:26
hadn't been able to rule it out. It
11:29
had just gone three am when Constable's
11:31
Bowl and Strand arrived at the apartment
11:34
block where he lived near Kitsilano
11:36
Beach. Spotting another resident
11:38
entering the building, the two Mounties
11:40
took the opportunity to let themselves in
11:43
and head up to make Peace's apartment.
11:46
When they tried to speak to make Peace, however,
11:49
the doctor refused to let them in.
11:52
Instead, he phoned the building manager,
11:54
who arrived soon after to see what all the
11:57
fuss was about. Only
11:59
after the officers had shown their id to
12:01
the manager did Makepeace finally
12:03
grant them access to his flat. Appearing
12:07
on edge, Makepeace told the Mounties
12:09
to keep their distance and to go into
12:11
the living room where he could see them better. The
12:15
officers cautiously complied, casting
12:17
their eyes over the apartment as they went.
12:20
Makepeace then went on to explain that
12:23
his nervousness was to do with a series
12:25
of strange things that had happened recently
12:27
in the area that had left him on shore
12:29
of who to trust. He'd even been
12:32
keeping a gun in the apartment, he told them
12:34
for his own protection, and even
12:36
pulled it out to show them.
12:39
When asked to account for his recent whereabouts
12:41
in the last twenty four hours, Makepeace
12:43
explained that he'd cycled to Richmond and
12:45
then headed back to Vancouver for dinner with
12:47
a friend. He then spent the evening
12:50
helping to install a stereo system at his
12:52
friend's house before returning to
12:54
his apartment at midnight. His
12:56
friend would later confirm this. So
13:00
in Richmond yesterday afternoon, said
13:02
Constable bowl Why,
13:04
asked Makepeace, what's going on.
13:08
The officers then explained that Cindy's
13:10
car had been found at the Blundell shopping
13:12
Center, but there was no sign of Cindy.
13:16
Makepeace stood shaking his head. My
13:19
god, she's dead. She's dead,
13:21
he said. Collecting
13:23
himself, Makepeace told the officers
13:26
that he had something they might want to listen
13:28
to. Two messages he'd
13:30
received on his answering machine the previous
13:32
October. It was hard to say
13:35
which was the more strange one
13:38
delivered in a raspy voice said
13:40
more smack more downers another
13:43
grand after we waste no
13:45
more deal, and the other
13:48
was this one.
14:04
Makepeace thought the voice had said Sunday
14:07
dead meat soon. Since the
14:09
Sunday before he got the message, he'd
14:11
seen two characters who seemed out of place
14:13
to him hanging outside his apartment
14:16
block. The men walked away
14:18
when they noticed that Makepeace was eyeing them
14:20
from his car on the other side of the road.
14:23
The doctor wondered if they'd been the same men,
14:25
perhaps that attacked Cindy, looking
14:28
to hurt him too. When
14:30
he played the message to a friend, however, they
14:33
realized the voice wasn't saying Sunday
14:35
dead meat soon, but Cindy
14:38
dead meat soon. Makepeace
14:41
said he hadn't told the police about the takes before
14:44
because he'd grown distrustful of them after
14:46
all the years of being considered a suspect
14:48
in the attacks on his ex wife. The
14:57
morning after Cindy's disappearance, her
15:00
sister Melanie received a letter from
15:02
Cindy in the post. It
15:04
read, this is just a wee
15:07
note on this beautiful paper to say hi,
15:09
hope all is well with you and thanks
15:11
for the interesting mail you've sent. In the last while,
15:15
I've been busy in the garden whenever I can,
15:17
getting it slowly in shape. We've
15:19
had some really nice weather lately. I'm
15:22
still getting harassed from time to time by
15:24
some one trying to break in here. But I
15:26
think we've come up with the solution. If it doesn't
15:28
cost too much. Goud is going
15:31
to wire in a censer for me, so hopefully
15:33
we'll know when someone enters the back yard and
15:36
we can quietly call the police while he's busy
15:38
doing his thing. I'm
15:40
really hopeful we might actually catch him soon.
15:43
Wouldn't that be wonderful. I
15:45
could actually start living a normal life again.
15:48
I've almost forgotten what that feels like. The
15:51
police have been pretty useless, so
15:54
it would be wonderful to hand him over on
15:56
a silver platter. Well,
15:58
I must bathe and get ready for Marion to pick
16:01
me up. Hope to hear from you soon.
16:04
By the afternoon, an extensive
16:06
search by Richmond Police, including
16:09
searching the shoreline and interviewing
16:11
anyone within a half block radius at the Blundell
16:14
Center, had turned up nothing. Shortly
16:17
after five pm, Constable Anderson
16:20
arrived at the police compound to examine
16:22
Cindy's car. Cindy's
16:24
black purse was found on the front passenger
16:26
seat between two brown paper bags
16:29
of groceries, with another two bags
16:31
of groceries on the floor. On
16:33
the back seat, they found two Seers
16:35
bags with the croquet set and some wrapping
16:38
paper, the gift Cindy had
16:40
bought for her friend's son. A
16:42
Bank of Montreal deposit slip revealed
16:45
that she deposited her paycheck at the Center
16:47
at seven fifty eight PM,
16:50
the last of her known whereabouts. Curiously,
16:54
police also found a pad of paper in
16:56
the glove compartment with the words
16:59
small silver and KdV
17:01
seven eighty four written on it, as
17:04
if Cindy had at some point noted down
17:06
a suspicious vehicle she'd seen. The
17:09
plate was checked against all known plates in
17:11
British Columbia, but again nothing
17:14
turned up. The handheld
17:16
alarm that Ozzie Caban had given her, which
17:18
she made sure to take with her wherever she
17:20
went, was also found in the
17:22
glove box. A
17:25
few days after Cindy's body was found,
17:28
Richard Johnston, a life insurance
17:30
agent who'd sold Cindia policy,
17:33
recently called Constable Anderson
17:35
to let him know that a man had
17:37
contacted his office requesting details
17:40
about the policy, claiming to be Cindy's
17:42
father, He denied all knowledge
17:44
of the call. Around
17:47
the same time, the words some
17:50
bitch died here were graffitied
17:52
onto a fuel tank beside the house
17:54
where Cindy's body was found. Presumably
17:57
the same person had also painted a
18:00
rude outline of a body in orange
18:02
paint on the ground. As
18:05
Cindy's death began to hit the news, so
18:08
too did stories begin to emerge about
18:10
the bizarre circumstances leading up
18:12
to her disappearance. With Cindy's
18:14
father Otto acting as the family spokesperson,
18:17
it was often up to him to outline to the
18:20
press the extent of the almost
18:22
seven years of harassment at attacks
18:24
that Cindy had apparently suffered in the lead
18:26
up to her death, while decrying the
18:28
police's inability to find a perpetrator.
18:33
As a result, the police were inundated
18:35
with tips and suggestions by members of
18:37
the public as to what might have happened,
18:40
but no genuine leads came out of it.
18:43
Ozzie Caban, who was on holiday at the time,
18:45
learned as Cindy's death the day after her
18:48
body was found After getting
18:50
the first fight home, he went straight
18:52
to the morgue to inspect the body for himself.
18:55
After learning that it had been found on
18:57
its right hand side, he was surprised
18:59
to find blotching and signs of lividity
19:02
the pooling of blood on the left
19:04
hand side. Kaban
19:07
also thought it strange that the skin was
19:09
so dry considering the shady
19:11
and damp area where the body had been found,
19:14
nor did it seem to have been much damaged
19:16
by other animals, all
19:19
of which suggested that perhaps Cindy had
19:21
died elsewhere and the body taken
19:23
to the place it was found. Later On,
19:33
on June twelfth, nineteen eighty nine,
19:35
and what would have been Cindy's forty fifth
19:37
birthday, friends and family gathered
19:39
at her apartment to mourn her death. At
19:43
her funeral two days later, the
19:45
police used hidden cameras to record the
19:47
faces and license plate numbers of
19:49
all who attended. Doctor roy
19:51
Makepeace was a notable absentee,
19:55
since it had never been a particularly well
19:57
kept secret. It wasn't long before
19:59
the press what wind of what many in the police
20:01
force really felt about Cindy's death.
20:04
Within days, articles were already
20:07
circulating questioning both Cindy's
20:09
mental health and the veracity of all
20:11
those harassment claims, for which there
20:13
were almost a hundred in total. Cindy's
20:16
family were incensed by the speculation.
20:20
Twenty days after the body was found, despite
20:23
being discovered with a stocking around her neck,
20:26
toxicology results revealed that Cindy
20:28
had most likely died from an overdose
20:30
of the sedative florazepam. Dangerous
20:33
levels of one other sedative and morphine
20:36
were also present. With
20:38
so many unanswered questions, the
20:40
inquest into Cindy's death began in April
20:43
the following year and evolved eighty
20:45
witnesses as well as a number of expert
20:47
testimonies. Some psychiatrists
20:50
argued that perhaps Cindy had been suffering
20:52
from some kind of multiple personality
20:55
disorder, while others disputed
20:57
this possibility. This diagnosis,
21:00
now referred to as dissociative identity
21:02
disorder, remains a deeply controversial
21:05
and much contested one. Though
21:08
some argued that Cindy couldn't possibly
21:10
have tied her own hands and feet behind her
21:12
back in the manner in which her body was
21:14
found, a not specialist was
21:16
asked to attempt it themselves for the inquest,
21:19
they found they were able to achieve something similar
21:22
in just under fifteen minutes, enough
21:24
time perhaps for Cindy to drug herself
21:27
and then make it to where her body was eventually
21:29
found. Ozzie
21:31
Kaban, for one, didn't believe that
21:34
Cindy would have been able to stage that kind
21:36
of death on her own. Detective
21:38
Bowyer Smythe had also remained
21:41
convinced throughout that Cindy had
21:43
been the victim of a terrifying harassment
21:45
campaign. When asked
21:47
at the inquest to point to who he thought
21:49
was responsible, he pointed to
21:52
doctor Roy makepeace. After
21:56
thirty days, the inquest was brought
21:58
to an end on May twenty, nineteen
22:01
ninety, a year to the day that Cindy
22:03
died. In the end,
22:06
the jury were unable to rule whether the death
22:08
was an accident, a murder, or
22:10
suicide. Katherine
22:13
Kinahan, who summed up at the inquest,
22:15
said, the Vancouver Police Department's
22:18
position is that Cindy's death was
22:20
suicide or accident. The
22:22
proper verdict is the so called open
22:24
ended verdict. It would be pointless
22:27
to reopen the investigation at this stage.
22:30
It's not going to solve the case. There
22:32
is no more evidence to be found. The
22:36
Vancouver Sun reporter Neil Hall,
22:39
whose nineteen ninety one book The Deaths
22:41
of Cindy provides extensive coverage
22:44
of the case, called it the
22:46
most baffling case that he'd ever come across.
22:49
Can this be? He asked? Can
22:51
someone have done this to themselves? Could
22:55
someone out there still not have
22:57
been caught? If
